I have choosen the preference swedish at the language setting but it doesn't seem to change the time or date format

Is this the setting in Config > Preferences? Have you rebuilt your site since changing that setting?

Yes, this is the setting in Config > Preferences and I have rebuild several times after that.
The date-format is in english.
