After upgrading from 3.2 to 4.12 I added the Green Minimal Style but as you can see, the blog renders apparently with no CSS linked.

It's linking to sites-style.css. Right now I have the import url to blog.css remarked out and the minimalist green still active. This left justifies the page. If I don't remark out blog.css, then the page is center-justified.
How do I get the style to work? If I need to install a new one that's fine, and I know a fair amount about blogs and css, but am not sure what to do here.
Any help appreciated.

By the looks of it you are still using a mt3 template.
A lot of the div id's have changed between versions, for example banner in mt3 is now header in mt4.
Have you tried refreshing the blog templates?

Just refreshed all index templates and it said some were custom and couldn't be updated.

You might have to reset them then rather than refresh (always backup first).

Reseting to the *factory defaults* will help. It helped me actually. Then just pick any of MT4 style.
